I think that it might be pointed out to China that it was agreed

that the income was to be used for purposes mutually beneficial

to that country and Great Britain, and that, with a view to

showing their bona fides in carrying out this purpose, a definite

sum of money should be set aside, possibly in the hands of a body

containing British representatives, for the purpose of providing

scholarships for youths in China to be held at Hong Kong or a

British University or in some workshop or similar place in Great

Britain.
